El presidente Reuven Rivlin anunció el miércoles por la noche que le está confiando al líder de Yesh Atid, Yair Lapid, el segundo mandato para formar un gobierno, luego de que el mandato del primer ministro Benjamin Netanyahu terminara el martes por la noche sin que se formara una coalición.
 El elegido contará con un plazo de 28 días para negociar con el resto de los partidos. Si ese candidato también fracasa el mandato se trasladará directamente a la Knesset. Allí se abriría un período de 21 días para que los 120 parlamentarios encuentren a un candidato que reúna las 61 voluntades necesarias para recibir el mandato. Es la última instancia previa a una nueva convocatoria a las urnas
Voceros de Rivlin informaron a la medianoche que minutos antes “Netanyahu anunció a la Casa del Presidente que no había podido formar un gobierno. Por lo tanto devolvía el mandato al presidente”. El comunicado afirma que el miércoles a la mañana Rivlin “se pondrá en contacto con las facciones para conversar sobre la continuidad del proceso de formación del gobierno”, informó Ynet.
Más allá de las consultas que realice con los diferentes partidos que integran la Knesset de Israel, será Rivlin quien decidirá cómo continuará el proceso electoral. El mismo se inició el 23 de marzo, cuando la sociedad israelí acudió a las urnas por cuarta vez en dos años. Las opciones que barajaba el presidente son tres. Entregar el mandato a Yair Lapid (Yesh Atid), Naftalí Bennett (Yamina) o al parlamento de 120 miembros.

Lapid, cuyo partido logró 17 escaños en las elecciones, es la segunda fuerza política más votada del país. Es uno de los referentes del bloque opositor al primer ministro Netanyahu. Sin embargo, su adhesión al sector minoritario de la centro-izquierda le juega en contra a sus posibilidades de formar un gobierno bajo su liderazgo.
Bennett, por su parte, lidera un partido de derecha con apenas 7 escaños, pero se le atribuyen mejores posibilidades de conseguir aliados. Así podría arribar al mínimo de 61 parlamentarios necesarios para una coalición. Fuentes cercanas al presidente de Yamina afirman que Bennett sigue interesado en formar un gobierno de derecha. No obstante, si esta opción no es posible buscará un gobierno de unidad con elementos de centro e izquierda. Allí podría rotar con Lapid en el cargo de primer ministro.

Desde el Likud afirmaron que Netanyahu devolvió el mandato “debido a la negativa de Bennett de comprometerse a un gobierno de derecha”. La dura acusación hace suponer que el partido de Netanyahu no recomendará a Bennett ante el presidente Rivlin.

La tercera opción que analiza el presidente se estima que por estas horas es la menos probable. La misma es la transferencia del mandato de la formación de gobierno directamente a la Knesset. Se trata del camino preferido por miembros del Likud. No obstante, Rivlin en principio evitaría porque acelera los pasos a una nueva convocatoria a elecciones. La misma sería la quinta desde abril de 2019.

Horas antes de que expire su mandato, el primer ministro Netanyahu impulsó un paquete de leyes que se debatieron en un comité transitorio de la Knesset liderado por Miki Zohar, miembro del Likud.
El partido gobernante intentó acelerar el proceso para aprobar, entre otras, dos propuestas vinculadas al proceso electoral: una ley de elección directa del primer ministro como método para destrabar la crisis política, y una ley que prohíbe las rotaciones en el cargo de primer ministro.
Ante la falta de apoyo para avanzar en estas legislaciones, en la noche del martes el Likud retiró los proyectos del comité de la Knesset antes de su elevación a la sesión parlamentaria, en donde preveían un revés.
