Nunca antes una milicia palestina le había aguantado el pulso a Israel como lo ha hecho Hamás: 33 jornadas de ofensiva, más de 60 soldados y tres civiles israelíes muertos, dos días de veto internacional sobre los vuelos a Tel Aviv por miedo a sus cohetes, y daños millonarios en turismo y agricultura. El movimiento islamista está política y económicamente aislado, sin Siria ni Irán —con los que se enemistó tras criticar la represión de Bachar El Asad— ni Egipto —donde, consternado, vio caer a los Hermanos Musulmanes, a los que pertenece—, y pierde popularidad interna ante la degradación de la situación en Gaza. A Hamás le queda sostener el órdago para no caer. “La suya es una lucha por la supervivencia. Si se conforma, no tendrá argumentos para seguir”, resume Zakaria Al Qaq, del Centro de Investigación e Información Israel-Palestina, un think tank progresista.

Hamás está mudando su piel, pero con una fractura intensa entre la rama política y la militar. Pesa el pasado. Hamás —acrónimo del Movimiento de Resistencia Islámico— se fundó en 1987 al calor de la primera Intifada. Su objetivo es conquistar la tierra palestina mediante la lucha armada contra Israel y sustentar programas de bienestar social. Tras boicotear las sucesivas elecciones, en 2005 se forjó como partido y al año siguiente ganó los comicios al Parlamento Palestino. Fue una sorpresa, pero el voto obedecía en buena medida al desencanto de los palestinos con la gestión de la Autoridad Nacional Palestina (ANP, en manos de Fatah), marcada por la corrupción y la ineficacia, a lo que se sumaron los fracasos de los procesos de paz y el comienzo de la Segunda Intifada (en 2000). Los palestinos se sentían cercanos a quien, más allá de su islamismo, gestionaba escuelas, hospitales y centros asistenciales, cubriendo necesidades que el Gobierno no atendía.

Pese a haber ganado las elecciones de 2006 tanto en Gaza como en Cisjordania, Hamás sólo logró el poder en la Franja en 2007, tras una enconada lucha con Fatah, el partido del presidente palestino Mahmud Abbas, al que acabó expulsando de Gaza. Comenzó la lucha cainita de siete años entre Hamás y la ANP, y la división política y social de los territorios palestinos: Gaza, Cisjordania y el este de Jerusalén. Ismail Haniya fue el primer ministro hasta que, el pasado abril, un Gobierno de unidad apoyado por todas las facciones acabó con la enemistad interna.

Israel, la UE, EE UU, Canadá y Japón incluyen a Hamás en su lista de organizaciones terroristas. A la orden del histórico jeque Ahmed Yassin, la violencia se estableció como seña de identidad. “Fue transformándose de una organización guerrillera soterrada a una fuerza militar uniformada, diseñada para proteger Gaza de ataques externos”, indican los analistas del Consejo de Relaciones Exteriores, un think tank estadounidense. Durante la última operación, sus milicianos (estimados en unos 20.000) no se han dejado ver: cuando no combatían se guarecían en los túneles de los ataques israelíes, informa Juan Gómez.

La carta fundacional de Hamás llama a crear un Estado islámico en la Palestina histórica que incluiría el actual Estado de Israel, cuya destrucción propugna. Fuentes de la Organización para la Liberación de Palestina (OLP) sostienen que hoy esa declaración original es ya un marco histórico, no tanto una guía política. Una exigencia clave del nuevo Gobierno de unidad, indican, es la asunción forzosa y plena de los acuerdos previos con Israel, lo que implica su reconocimiento como Estado y el rechazo total de la violencia. Los islamistas, a través de su actual líder político, Jaled Meshal, han llegado a aceptar una tregua de 10 años si Israel se retira a posiciones previas a la guerra de 1967. El 29 de julio Meshal dijo a la CBS que estaba dispuesto a “coexistir” con “judíos”, pero no con “los ocupantes”.

Los ciudadanos de Gaza también piden un cambio, descontentos con el mal gobierno de Hamás y su radicalismo. Una encuesta del Centro Palestino de Política e Investigación hecha hace ocho meses —anterior, por tanto, a la ofensiva del último mes— afirmaba que sólo un 33% de los gazatíes les votaría de nuevo y otro 65% prefiere que vuelva la ANP.Esta ofensiva, como las de 2009 y 2012, ha disparado su popularidad.

Militarmente, en cambio, Hamas sale debilitado. Aún le quedan 3.000 cohetes, dice el Ejército de Israel. Pero con 800.000 de los 1,8 millones de habitantes de la Franja necesitando ayuda de la ONU para subsistir no parecen ya la esperanza que un día quisieron ser. El fin del cerco de la Franja es su única baza de no volver al statu quo que ya no le favorece.
