Ariel Seidler, director de Observatorio Web, el programa conjunto del Congreso Judío Latinoamericano, la DAIA y la AMIA en contra de la discriminación en Internet, dialogó con VIS A VIS luego de la remoción por parte de Facebook de dos páginas con alto contenido antisemita.
– ¿Cómo trabaja el Observatorio Web?
El Observatorio Web realiza un monitoreo de Internet de contenido discriminatorio en español. Analizamos redes sociales, los resultados en los buscadores, comentarios en páginas, sitios web y foros. Por un lado, nos interesa saber qué información circula en la red y, al mismo tiempo, denunciamos el contenido cuando entendemos que no cumple los términos y condiciones del sitio o viola la legislación sobre discriminación. Asimismo, trabajamos en campañas positivas, brindamos talleres en escuelas trabajando el concepto de uso responsable de tecnologías.
– ¿Cuántas denuncias les llegan mensualmente y cuál es el tenor de las mismas?
Puede variar según algún hecho concreto pero alrededor de 45. Algunas son por temas de antisemitismo y otras son más consultas por temas de cyberbullying que nos llegan de todos los países de habla hispana.
– ¿Hay un control de los buscadores o redes sociales para los sitios que discriminan?
No es mucho y a nuestro entender es defectuoso. En todos los casos los controles son con posterioridad a una denuncia. Los pocos casos de controles “preventivos” son en la sección de comentarios de sitios periodísticos donde no se permiten insultos. Los buscadores en general no tienen ningún tipo de control y para sacar contenido discriminatorio hay que realizar una demanda judicial. En el caso de las redes sociales, sobre todo las más conocidas, suelen tener botones para reportar el contenido pero salvo en excepciones, la mayoría del contenido permanece online. Según nuestra experiencia y la de otros programas que trabajan en discriminación en Internet, solamente un 10% se baja por las denuncias de los usuarios. Además, a la mayoría de los usuarios les cuesta concretar la denuncia. Probablemente a muchos de los que denunciaron por estos días la página “Me lo dijo un judío” y “Me lo dijo un hebreo” les habrá llegado la notificación de Facebook de que la página no viola las condiciones de la compañía. En general este tipo de empresas no les gusta sacar el contenido, y están más que nada pensando en su beta comercial y no en el contenido que albergan.
– ¿Existen muchos sitios en Argentina que fomenten el odio y el antisemitismo?
No son muchos y los que existen tienen poco tráfico. Muchas veces la gente se horroriza por lo que ve en Internet y quiere que eso no esté online. Pero habiendo tanta discriminación es importante poder entender qué va a tener más influencia, mayor llegada a la gente, y cómo responder. No obstante, el carácter global de Internet hace que sea casi una anécdota de donde sea el sitio.
– ¿Qué hace el Observatorio Web cuando recibe una denuncia de una web antisemita o de una fanpage de Facebook como la que apareció hace poco llamada «Me lo dijo un judío»?
En primer lugar le pedimos a la gente que nos hace llegar la denuncia que también ellos reporten en el sitio web y obviamente nosotros también lo hacemos. Para nosotros no es solamente importante que la gente tenga el hábito de reportar en los sitios web, sino también que las compañías mejoren sus “botones de denuncia” y sus moderadores actúen de buena manera. Si esto no prospera trabajamos con el INADI y la compañía en cuestión.
– ¿Tienen ayuda del Estado o de los buscadores o páginas de redes sociales para combatir este flagelo?
El Observatorio Web forma parte del Consejo Consultivo de la Plataforma por una Internet Libre de Discriminación del INADI y al mismo tiempo, mantenemos un contacto fluido con las empresas del sector, lo cual igualmente no nos garantiza la remoción del contenido. Asimismo trabajamos con otros colectivos y ONG’s ligados a la temática.
– ¿Qué debe hacer una persona cuando ve uno de estos sitios?
En primer lugar denunciarlo en la propia plataforma. Luego nos pueden hacer llegar la denuncia al Observatorio Web, en nuestro sitio web (www.observatorioweb.org) nuestro Facebook o Twitter, o al INADI. Si hay posibilidad de hacer comentarios es bueno que respondan, siempre con respeto. En los casos de las páginas de Facebook que comentabas antes la gente insultaba a quien publicó ese contenido. Entendemos que esta no es la forma. Por último, si queremos publicar en nuestros muros o en páginas para que la gente denuncie, no hay que poner la url. Al hacerlo, las compañías lo consideran como una recomendación, por lo que lo mejor es hacer mención y cada uno tiene que buscarlo.
