El terrorismo de Hezbollah regresa a América Latina

El 26 de febrero y el 13 de marzo de 2014, el General John F. Kelly, Comandante del U.S. Southern Command (SOUTHCOM) presentó su declaración con la postura de SOUTHCOM 2014 a los Comités de Servicios Armados del Senado y la Cámara, respectivamente. Kelly sostuvo que “la participación de Irán en el hemisferio occidental es un tema preocupante” y que sigue interesado por el hecho que, Hezbollah, “mantiene presencia operativa ” en la región, declarando que “extremistas islámicos visitan la región por proselitismo, reclutamiento, establecimiento de centros de negocios destinados a generar fondos y expansión de sus redes radicales”.

En su informe de terrorismo de 2013, el Departamento de Estado evaluó que “había documentos creíbles que, Venezuela, mantenía un medio permisivo, que permitía el apoyo de actividades que beneficiaban a conocidos grupos terroristas”, y que, los individuos ligados a los simpatizantes de Hezbollah y sus partidarios, estaban presentes en Venezuela. EEUU impuso sanciones a individuos y empresas venezolanas por apoyar a Irán y Hezbollah.

Desde enero, 2012, Irán y Hezbollah fueron responsables de una campaña mundial de terroristas y ataques frustrados contra objetivos israelíes y, tal vez, objetivos occidentales de Tailandia y Georgia hasta Chipre, de India a Kenia, Nigeria y Sudáfrica, incluyendo ciudadanos iraníes, libaneses y locales.

El 18 de julio, Irán y Hezbollah, perpetraron un “exitoso” ataque en Burgas (Bulgaria), asesinando a cinco turistas israelíes, a un ciudadano búlgaro e hiriendo a unos 30 israelíes.

El 21 de octubre, publiqué un artículo sobre Irán en América Latina desde la elección del nuevo presidente Hassan Rouhani (junio, 2013). En la conclusión del artículo sostuve que, Irán y Hezbollah, continúan planificando y perpetrando ataques terroristas en el mundo aunque, con más precaución, debido a la sensibilidad de las actuales negociaciones nucleares, con preferencia en países que tienen poca experiencia sobre su modus operandi y que, evalúan, actuará, con indulgencia, contra sus funcionarios y agentes, debido a la presión diplomática y, tal vez, amenazas de represalia. Evalué que, la experiencia histórica y las operaciones de 2012 por parte de Irán y Hezbollah nos dicen que, América Latina, no está inmune a la amenaza.

En verdad, el 28 de octubre la Policía Peruana arrestó al ciudadano libanés Muamad Amadar, miembro incierto de Hezbollah, en el distrito Surquillo de Lima, capital de Perú. De acuerdo con informes de prensa, el arresto se realizó después de la información, probablemente provista por el Mossad israelí, que indicó que, la misión de Amadar, fue apuntar contra israelíes y judíos en Perú, incluyendo las zonas populares, en que suelen asentarse mochileros israelíes, la Embajada israelí en Lima e instituciones de la comunidad judía.

Desde la última información publicada por la prensa peruana, Amadar llegó, por primera vez, a Perú el 3 de noviembre, 2013 y, el 15 de noviembre, se casó con una peruana, Carmen Carrion. Amadar conoció, por chat desde Beirut, a Carmen y se casó en Yurimaguas. Es probable que se hayan reunido en otro país, antes de la boda. Carmen era divorciada de un agente de DEA U.S. y tenía ciudadanía americana. Dos semanas después, la pareja dejó el país y, el 8 de julio de 2014, Amadar llegó al aeropuerto de Lima, desde San Pablo, y esperó a su esposa que venia, via aérea, desde Florida. Amadar fue arrestado, y de inmediato liberado, y colocado bajo vigilancia policial.

La pareja no hizo nada. Almorzó y cenó en diferentes restaurantes. Pasaron mucho tiempo en un gimnasio local, el “Geovanni Gym”. No trabajaron y recibieron una cantidad de dinero desconocida a través de Western Union.

Carmen Carrion dejó Perú y viajó a EEUU, dos semanas antes del arresto de su esposo y, d esde entonces, permaneció en el departamento la mayor parte del tiempo.

El Grupo Especial de Inteligencia (Gein) buscó, en la basura cerca de su hogar. Descubrieron restos de explosivos y fue arrestado por la Dirección Contra Terrorismo (Dircote) de la policía nacional que encontró, en el sótano de su casa, TNT, residuos de detonadores y polvo negro. Se están controlando teléfonos celulares y cuentas bancarias.

Un miembro del consulado libanés visitó los cuarteles Dircote para investigar sobre Muamad Amadar, luego de su arresto.

El uso de casamientos, por parte de las organizaciones terroristas, con mujeres locales a fin de lograr la autorización de entrada y la cobertura de sus operativos es un antiguo método de penetración en países extranjeros. Perú mismo es un buen ejemplo. En 1970, un terrorista palestino (PFLP) se casó con una joven india, en una ciudad en Perú. La mujer nunca dejó su hogar. La tomó en Londres y la envió sola, en un avión de El Al a Israel, bajo el pretexto que sus padres la recibirían en el aeropuerto. Al llegar, se encontró un explosivo en su equipaje que, por fortuna, nunca explotó.

Contrariamente a la Zona de la Triple Frontera (entre Paraguay, Brasil y Argentina), o la Isla Margarita en Venezuela; Perú no era conocido por ser un país donde Hezbollah o Irán desarrollaron infraestructura terrorista. Hay, sin embargo, algunos históricos ejemplos de ataques terroristas anti-judíos en Perú.

En 1981-1982; varios ataques antisemitas, bombardeos contra sinagogas y otros blancos judíos.

El 16 de julio de 1988, tres miembros de la Organización Abu Nidal (Fatah- Comando Revolucionario) en Lima, incluyendo dos árabes reclutados de manera local, fueron acusados de reunir información sobre sinagogas y autos, pertenecientes a líderes de la comunidad judía y diplomáticos israelíes, con la visión de perpetrar ataques terroristas.

El 24 de julio de 1990, Yaakov Hazon, el secretario de la comunidad judía en Lima, fue herido, de modo serio, al recibir disparos, de tres hombres y una mujer, que tiraron desde un vehículo. Los atacantes fueron acusados, por las autoridades, de ser miembros de la organización terrorista Shining Path (Sendero Luminoso).

Finalmente, el 18 de diciembre de 1990, explotó una bomba bajo el auto de un miembro de la comunidad judía, estacionado cerca de la sinagoga sefaradí en Lima. La organización Sendero Luminoso se adjudicó la responsabilidad del hecho.

Será interesante seguir la investigación de la policía peruana y saber si Hezbollah tuvo éxito en construir una nueva infraestructura en el país andino.
