Claudio Avruj en el Día del Inmigrante: «Argentina, la bendición de ser un mosaico de identidades»

Definir programas y acciones como políticas de Estado implica, por sobre todas las cosas, tener una clara visión sobre los objetivos a alcanzar y que éstos estén orientados al beneficio común. En definitiva, se trata de brindar respuestas concretas, traer bienestar a las personas y potenciarlas hacia mayores logros.

Septiembre es el mes consagrado en la Argentina a homenajear a las colectividades. Esto es así desde 1949, cuando se estableció el 4 de septiembre como el día del Inmigrante, reafirmando de esta manera políticas que ya estaban explícitas desde los albores de nuestro nacimiento como nación, rememorando ese lejano día de 1812 cuando el Primer Triunvirato abrió las puertas a los inmigrantes.

La inmigración es parte indivisible de nuestra historia, piedra angular del desarrollo y, en definitiva, sostén de nuestra identidad. El trabajo desde el Estado hacia las colectividades y hacia los inmigrantes debe estar motivado siempre por una enorme sensibilidad, un profundo respeto a los Derechos Humanos, y alejado de cualquier tipo de especulación. Así lo hemos hecho a lo largo de 12 años, tanto en la Ciudad de Buenos Aires como en el Estado Nacional. Los logros alcanzados no son producto del azar, sino de la constancia y consistencia de las acciones programadas.

Este último fin de semana tuvo lugar en la ciudad de Paraná el Tercer Encuentro Nacional de Dirigentes de Colectividades, convocado por la Secretaría de Derechos Humanos y Pluralismo Cultural de la Nación. Allí se dieron cita más más de 400 dirigentes de instituciones y asociaciones de colectividades de 15 provincias. Juntos, debatieron y trabajaron sobre una intensa agenda proyectada al futuro y, por iniciativa de la Federación de Colectividades y del gobierno nacional, se propició la fundación de la Confederación de Colectividades de la República Argentina.

La Confederación llega como resultado natural de años de diálogo y encuentro, como la consecuencia natural de la fuerza arrolladora del trabajo compartido. Este nuevo organismo, absolutamente independiente del Estado, tendrá como misión acordar y velar por los más altos intereses de una agenda que les es propia, y que se basa en programas y acciones inspiradas en valores.

Hay políticas de Estado que hemos implementado que han ayudado al fortalecimiento de la vida de las colectividades y de las cuales nos sentimos muy orgullosos. Hace ya 10 años, en el ámbito de la Ciudad, impulsamos el emblemático “Buenos Aires Celebra”, hito y ejemplo en el mundo de festejo de la diversidad cultural que moviliza millares de personas cada fin de semana.

Desde la gestión en el ámbito de la nación, tomamos la decisión de incorporar el Pluralismo Cultural como política de Estado, con el objetivo de promover la inclusión y el respeto a la diversidad como herramientas imprescindibles en la lucha contra la discriminación y la xenofobia.

También hemos creado, por vez primera en el Estado, una Dirección Nacional de Pluralismo e Interculturalidad. Desde ese ámbito, pudimos trabajar fuertemente en la promoción y visibilización de la cultura afrodescendiente en nuestro país, en línea con la adhesión por decreto presidencial al Decenio Afro. Asimismo, hemos podido avanzar en el reconocimiento al pueblo Gitano, su cultura y presencia histórica en Argentina; la regularización permanente de inmigrantes; el programa de visado humanitario Siria; y la ayuda a la radicación de venezolanos. Un largo camino recorrido que nos hace sentir orgullosos de las metas alcanzadas.

Logros que podrían sintetizarse en la firma de la Declaración “Argentina, Mosaico de Identidades”, un compromiso que suscribimos junto a la Federación Argentina de Colectividades y el Observatorio de Colectividades, para promover los derechos de migrantes, colectividades y refugiados, en la senda del diálogo intercultural e interreligioso.

En una Argentina crispada, enojada, e incluso temerosa, las colectividades han dado a los argentinos un ejemplo enorme. En el encuentro de la ciudad Paraná y como lo hacen permanentemente, en silencio y sin pedir nada a cambio, pudieron sentarse a pensar en conjunto, a celebrarse mutuamente los logros, a compartir saberes y buenas prácticas, a socializar miedos y desafíos. A reconocerse en el prójimo, como inmigrantes y como descendientes portadores de raíces e identidad irrenunciables y a las que deben honrar.

En una Argentina que debe avanzar en su consolidación democrática, sin prisa pero sin pausa, dirigentes de más de 40 colectividades de todo el país, junto al Gobierno nacional, dieron un ejemplo gigante. Quien quiera oír que oiga. Ser un Mosaico de Identidades es una oportunidad enorme. Pero, más que eso, es una bendición para todos los argentinos.
