El Gobierno español sólo reconocerá el Estado palestino cuando surja de un proceso de negociaciones con Israel, afirmó el ministro de Asuntos Exteriores y de Cooperación, José Manuel García-Margallo.
En una comparecencia ante la Comisión de Exteriores del Senado para hablar de Oriente Próximo y Libia, el jefe de la diplomacia ha fijado la postura del Ejecutivo ante la propuesta recientemente presentada por el Grupo Socialista en el Congreso para instar al Gobierno a reconocer el Estado palestino.
García-Margallo ha señalado que “por ahora” la postura del Gobierno es que el reconocimiento del Estado palestino por parte de España “deberá producirse como resultado de las negociaciones entre las partes”, posición que coincide con la que ha adoptado el primer ministro británico, David Cameron, después de que el Parlamento británico le haya pedido reconocer a Palestina.
El ministro ha señalado que España es partidaria de dar el paso del reconocimiento “cuando sea oportuno y ayude a traer la paz”, para que una decisión así vaya “más allá de simbolismos”. Ha reafirmado que España apoya, como el resto de la comunidad internacional, el “derecho” de los palestinos a constituir un Estado propio y ha recordado que España ya ha dado “pasos” votando a favor del reconocimiento de Palestina como Estado observador no miembro de Naciones Unidas en 2012.

García-Margallo se ha referido a la posibilidad de que en Europa se cree un frente nórdico que lidere la postura en favor del reconocimiento, tras el anuncio realizado por Suecia de que se dispone a reconocer a Palestina. Esta decisión ha movilizado a Dinamarca y Finlandia, que estudian qué hacer sin que por el momento hayan fijado una posición clara, ha relatado el jefe de la diplomacia.
Francia, uno de los países europeos considerados, junto con España, más propalestinos, ha subrayado la importancia de que la cuestión del reconocimiento no sea “meramente simbólica”, sino que sea un movimiento “útil, que sirva a la paz”, en palabras de su ministro de Exteriores, Laurent Fabius.
Fabius declaró este mes que “por ahora” la decisión de reconocer el Estado palestino “debe emanar de un proceso de negociacones entre las partes”, si bien dejó abierta la posibilidad de dar ese paso “de no concluir esas negociaciones”.
García-Margallo ha explicado que la posición española se basa en la reanudación de las negociaciones entre palestinos e israelíes, aunque también ha dicho que sería “clave” establecer un “horizonte político” que permita romper el ciclo actual de “construcción y reconstrucción”.
Tras recordar que España ha comprometido una ayuda de 36 millones de euros para la reconstrucción de Gaza para los próximos tres años, ha subrayado la importancia de que la Autoridad Palestina y Hamás consoliden un “Gobierno de reconciliación nacional”.
El ministro ha manifestado además su “inquietud” por actos unilaterales que entorpecen los intentos de paz como son las confiscaciones de tierras y la expansión de los asentamientos israelíes.
En el turno de portavoces, el senador de CiU Salvador Sedó ha abogado por “avanzar” en la cuestión del reconocimiento, aunque ha reconocido que “sería conveniente” una decisión común de los países europeos a este respecto, pues sería la “única manera de que Israel se avenga a negociar”.
