La idea de Herzl era crear un Estado israelí en una extensión de 13.000 km2 sobre el valle del Rift, en una región situada en la actual Kenia. Las mesetas y la temperatura templada motivaron la elección de ese territorio, dado que las condiciones climáticas eran idóneas para que los judíos europeos se trasladaran allí. Pero las virtudes medioambientales de la zona no fueron el único incentivo. Como indica el diario «Haaretz», el proyecto perseguía «proteger a los judíos del antisemitismo y la violencia, hasta que el sueño sionista de un hogar en Palestina pudiera lograrse».
El «Proyecto Uganda» sustituía el deseo sionista de establecerse en Oriente Medio , un proyecto rechazado por las autoridades británicas. Herzl expresó este deseo a Joseph Chamberlain, secretario de Estado para las Colonias, sin éxito. Los ingleses propusieron entonces que el asentamiento judío se situase en África oriental. Sin embargo, la mayor parte de los miembros del movimiento sionista rechazaron la idea, que consideraron una claudicación frente a su anhelo por llegar a Palestina.
A pesar de que el «Proyecto Uganda» finalmente cayó en saco roto,unas cuantas familias judías procedentes de Polonia y de Rusia llegaron a Kenia en 1904. En 2012, la sinagoga de Nairobi, capital del país africano, celebró su centenario.
