Cinco miembros del Consejo de Educación Superior de Israel dimitieron a raíz de una ley aprobada la semana pasada que amplía la segregación de género en la educación superior, al permitir que las universidades y los centros de enseñanza superior ofrezcan programas de máster y doctorado segregados, sujetos a la aprobación de la máxima autoridad.
La ley constituye una “intervención sin precedentes en la independencia del consejo” y “un cambio fundamental en el carácter del sistema de educación superior en Israel”, escribieron los miembros dimitidos de la autoridad en una carta dirigida al ministro de Educación, Yoav Kisch, y al presidente Isaac Herzog.
Además, afirman que la ley perjudica la “libertad académica, la igualdad, la excelencia y el pluralismo”, que, según ellos, son valores fundamentales del sistema de educación superior en Israel.
Los miembros afirman que continuar formando parte del consejo “legitimaría medidas que contradicen los valores por los que se nos pidió que sirviéramos”.
El consejo debe tener un mínimo de 19 y un máximo de 25 miembros.
La ley se basa en un fallo del Tribunal Superior de 2021 que ratificó la política del Consejo de Educación Superior que permite programas de pregrado limitados y específicos, segregados por género, destinados a integrar a los estudiantes ultraortodoxos en la educación superior y, en última instancia, en el mercado laboral.
El tribunal recalcó que el acuerdo estaba específicamente destinado a la comunidad haredi e impuso salvaguardias, entre ellas limitar la segregación a las aulas en instituciones mixtas y prohibir la discriminación contra las profesoras.
La nueva legislación extiende ese marco a los programas de maestría y doctorado y lo pone a disposición de todos los estudiantes, no solo de la comunidad haredí, mientras que una enmienda propuesta por el diputado de Shas, Yossi Taieb, para extender la segregación a áreas adicionales de los campus fue rechazada.
Los defensores de la ley la presentan como una forma de aumentar las oportunidades educativas para las mujeres religiosas. La promotora de la legislación, la diputada de Otzma Yehudit, Limor Son Har-Melech, argumenta que la ley «impulsará a las mujeres de sectores que no han recibido las oportunidades que merecen«, mientras que el presidente del comité y líder del sionismo religioso, Zvi Sukkot, ha dicho que «ampliará la libertad de elección«.
