La situación del Centro de Adolescentes Infractores Virgilio Guerrero, que funciona en Quito, es complicada. Según el Servicio Nacional de Atención Integral a Personas Adultas Privadas de Libertad y Adolescentes Infractores (SNAI), este es el único, de los 11 centros del país, que es administrado por una congregación religiosa ecuatoriana. El Virgilio Guerrero es dirigido por el sacerdote Gilberto Rubio, de la Congregación de Religiosos Terciarios Capuchinos de Nuestra Señora de los Dolores.
En la actualidad, 131 jóvenes habitan el espacio, en donde hay graves problemas, como hacinamiento y falta de recursos, dijo el religioso. Rubio detalló que les adeudan $ 200.000 en pago a proveedores y la nómina de 43 trabajadores. Mensualmente gastan $ 54.000. Señala que desde diciembre empezaron los problemas con la eliminación del Ministerio de Justicia. Entonces la institución pasó a la administración del SNAI.
