La primera inmigración alemana en Chile comenzó en el año 1845 cuando se promulga en dicho país la “Ley de Inmigración Selectiva”. Mediante la cual se permite la llegada de inmigrantes de la Federación Alemana y del Imperio austrohúngaro.
El segundo arribo de alemanes a Chile se produce después de la Segunda Guerra mundial finalizada en el año 1945 con la caída de Adolf Hitler.
Una parte de esta última inmigración fueron nazis que llegaron utilizando la denominada “ruta de las ratas” (conocida por su nombre “ratlines” en inglés). Era una ruta de escape clandestina que usaron muchos nazis para huir de Europa después de esta guerra.
La mayor parte de estos nazis que escaparon vinieron a Sudamérica y lo hicieron a través de Italia, por ser este país aliado de Alemania.

Estas rutas de escape eran rutas planeadas y organizadas por personas de mucho poder que se dedicaron a proteger prófugos nazis alemanes y otros de diversa nacionalidad. Entre los que había croatas, austríacos y eslovacos.
El principal grupo que planificó la “ruta de las ratas” fue la organización ODESSA (der ehemaligen SS-Angehörigen ) u organización de ex miembros de las SS.
Se estima que utilizaron esta ruta aproximadamente 9.000 militares y colaboradores del Tercer Reich cuyo destino principal fue América del Sur.
Esta cifra de nazis que escapó surge de las revelaciones de las autoridades alemanas en el año 2012.
La mayoría de esos nazis llegaron a Argentina (cifra que se estima en 5.000) y a Chile, que recibe aproximadamente entre 500 y 1000 nazis de estos 9.000 mencionados.
En el año 1954 existía en Alemania, en la ciudad de Siesburg, una colonia denominada MISIÓN SOCIAL PRIVADA. Era liderada por un psicópata y soldado (ex–cabo) nazi del ejército alemán cuyo nombre era Paul Schäffer Schneider.
Esta organización tenía una cadena de tiendas de alimentos en las que trabajaban sin remuneración jóvenes y fieles seguidores a los que se les prometía protección, seguridad y alimentación.

Pero esta MISIÓN SOCIAL PRIVADA era en realidad una secta en la que Paul Schäffer Schneider (en adelante Paul Schäffer) manipulaba espiritualmente y abusaba sexualmente a niños. Luego de varias denuncias en su contra y de una orden de aprehensión de la fiscalía de Bonn (Alemania) huye de Alemania en el año 1961. Con él, huyeron sus aproximadamente 230 seguidores al sur de Chile, a la Comuna del Parral en la Región del Maule a 380 km de Santiago de Chile.
Una vez allí, el 21/9/1961 crea jurídicamente la “Sociedad Benefactora y Educacional Dignidad”, construye una explotación agrícola y forestal en un predio y establece un sistema de esclavitud y violencia sobre todas las personas de dicha Colonia y abuso sexual sobre los niños y niñas.
Esta Colonia, a la cual se la conoció con el nombre de “Colonia Dignidad” debería haberse llamado “Colonia Indignidad”.
Nadie podía ingresar allí, había un sistema de vigilancia y hermetismo total, trabajo esclavo sin paga alguna, separación de hombres y mujeres y prohibición de relaciones sexuales. Con excepción, claro, de los abusos de Paul Schäffer sobre los niños y niñas.
Se construye con esta mano de obra esclava un hospital, varias casas, una bodega de almacenamiento y campos de cultivo.
El predio de la Colonia Dignidad tenía una superficie de 16.000 hectáreas y estaba protegido por una cerca de dos metros de altura. Era en realidad una prisión a la cual nadie podía entrar sin permiso y en la que se controlaba que no pudieran fugarse los colonos.
Solamente 5 personas lograron escapar de este lugar desde su fundación en 1961 hasta el año 2005 en que fue cerrada.

Los niños eran separados de sus padres al nacer y las faltas eran castigadas con electroshocks y violencia.
Era un Estado dentro de otro Estado, esta secta era la encarnación del mal.
La Colonia Dignidad tenía colaboración estrecha con la DINA (Servicio Secreto Chileno) a la que entrenó con métodos terribles de tortura.
Quedó tan clara la complicidad del Gobierno Chileno de Augusto Pinochet a tal punto que se utilizó la “Colonia Dignidad” como centro clandestino de detención de personas. También de torturas de opositores políticos del golpe militar que había derrocado al presidente Salvador Allende en el año 1973.
Un prófugo de la “Colonia“ incluso relata a la agencia de noticias BBC que “la esposa del dictador Augusto Pinochet llegó en helicóptero para asistir a la que fue la inauguración del colegio de la Colonia”.
Luego el líder y gestor de este lugar, Paul Shäffer, fue prófugo de la justicia chilena a partir del año 1996. Escapa a la Argentina donde es detenido finalmente en el año 2005 por Interpol en la Provincia de Buenos Aires. En el barrio cerrado “Las Acacias” y extraditado a Chile, donde muere en la cárcel de dicho país en el año 2010. Ese predio actualmente se llama Villa Baviera.
En el año 2007 se crea una Comisión Binacional entre Chile y Alemania para atender reclamos de los sobrevivientes de dicha “Colonia Dignidad”. Exigían compensaciones económicas por la esclavitud que habían padecido.
El Gobierno Alemán aprueba un fondo de compensación a los sobrevivientes chilenos y alemanes de dicha Colonia por la suma de 3,5 millones de euros. Ello no implicaba una obligación legal del gobierno alemán sino una compensación moral, según palabras del mismo gobierno.
En el año 2018 el presidente de Chile nombra como Ministro de Justicia al Sr. Hernán Larraín Fernández (partidario del golpe de estado en Chile del año 1973), Alguien a quien curiosamente la prestigiosa agencia alemana DW (Deutsche Welle) luego lo acusa el 12/2/2020 de haber defendido a la Colonia Dignidad de la gran cantidad de denuncias que habían sido formuladas en contra de la misma.
En dicha Comisión Binacional Chileno –Alemana se nombra representante del Estado Chileno al Sr. Juan Pablo Crisóstomo, cuyo asistente era el Sr. Gonzalo Candia Falcón (un ex simpatizante de la secta de Paul Schäffer). Este último además es hijo de la secretaria de Hernán Larraín Fernández. Esta señora trabajaba en la colonia y su hijo también fue parte integrante de las “Juventudes de Vigilia Permanente”, que eran grupos de vigilancia y defensa de la misma.
Hasta la fecha podemos observar que esta Comisión Binacional no ha podido registrar avances significativos de los reclamos de los sobrevivientes de la Colonia Dignidad. Los miembros que asesoran a la representación chilena están relacionados con los hechos. Y no les interesa avanzar sobre los reclamos que se pretenden reparar.
