Transparencia Internacional, una organización de lucha contra la corrupción y vigilancia de la corrupción en el mundo, ha valorado altamente los esfuerzos de Israel en este campo.
Por primera vez en un cuarto de siglo de existencia, Israel se clasifica en el primer rango de la lucha contra la corrupción en las transacciones internacionales. El informe de la organización fue publicado el 12 de setiembre de 2018.
El éxito de Israel en este campo en el transcurso de los últimos años es evidente: en 2015, nuestro país ocupaba uno de los últimos puestos en la lucha contra la corrupción internacional.
Se trataba de reforzar la lucha contra la corrupción de empresarios israelíes con responsables extranjeros. La ley para la represión de esos crímenes fue adoptada en 2008 pero no se comenzó a aplicar activamente hasta los últimos años.
Basta con recordar el caso de la empresa de construcción Shikún u-Binui, que pertenece al grupo Arison. Sus dirigentes son sospechosos de pagar jarras de vino a funcionarios del gobierno en Kenya a cambio de grandes contratos de construcción en el país africano.
Varios jefes de la compañía de construcción naval israelí Israel Shipyards, sospechosa de haber corrompido a funcionarios africanos por haber concluido pedidos de defensa de docenas de millones de dólares, también han sido citados.
Uno de los casos más importantes de corrupción internacional en Israel concierne al millonario Benney Steinmetz que sobornó al ex presidente de Guinea para obtener licencias de explotación minera.
Evaluando la aplicación activa de la ley anticorrupción, Transparencia Internacional ha colocado a Israel en pie de igualdad con siete países: Alemania, Italia, Noruega, Suiza, Reino Unido y Estados Unidos. Australia, Brasil, Portugal y Suecia están entre los países que aplican las leyes anticorrupción moderadamente.

Aplicación débil o nula: 22 países con el 39,6% de las exportaciones mundiales
Bélgica, Bulgaria, Colombia, República Checa, Dinamarca, Estonia, Finlandia, Irlanda, Japón, Luxemburgo, México, Polonia, Rusia, Corea del Sur, España, Turquía, Eslovaquia y Eslovenia.Incluimos aquí tambiñen a China, Hong Kong, India y Singapur.
Respecto a Francia, que es signataria de la Convención de la OCDE, pertenece a los 33 países que figuran en las categorías de “limitada” y “débil o nula” representando alrededor del 52% de las exportaciones mundiales.
“Es inaceptable que gran parte del comercio mundial sea susceptible de practicar la corrupción sin consecuencias”, declaró Delia Ferreira Rubio, presidente de Transparencia Internacional. “Los gobiernos prometieron aplicar leyes contra la corrupción de funcionarios extranjeros en el marco de convenciones de la OCDE y la ONU. Sin embargo, son numerosos los que no investigan si niquiera asuntos importantes de corrupción implicando a empresas del estado y altos responsables políticos. Estas tienen un efecto particularmente corrosivo y tienen un impacto final en los ciudadanos comunes de los países más difíciles”.
