El jefe del Parlamento libanés es representante de Irán en Beirut, socio de Hezbollah y fervoroso adherente al proyecto de islamización de su país.
Las conversaciones sobre una zona de la frontera marítima en disputa por parte de ambos países se llevarán a cabo en la sede de la fuerza de paz de las Naciones Unidas. Está situada en la ciudad sureña de Nakoura, Líbano.
Se espera que el comienzo de la primera ronda de conversaciones demandará una serie de reuniones ya agendadas que comenzaran el próximo miércoles 14. Así lo declaró David Schenker, subsecretario para Asuntos de Oriente Medio de la administración del presidente Trump.
El diplomático es una figura de peso en Washington y en el pasado llevó adelante cuestiones regionales complejas tanto en Siria como en Irak.
Según informaron de los tres gobiernos involucrados, lo cual fue confirmado por la oficina del secretario de Estado Mike Pompeo, las conversaciones buscarán arribar a un acuerdo en el que los dos países puedan alcanzar resultados favorables para delinear fronteras marítimas en una zona del mar Mediterráneo que ofrezca mayor seguridad y estabilidad tanto al Líbano como a Israel.

Lo cierto es que el origen del proyecto de acercamiento del lado libanes nació de un programa elaborado por el Jefe del Parlamento, Nabih Berri. Lo que es lo mismo que decir que es un plan chiita respaldado por Hezbollah e Irán. En relación al descubrimiento de yacimientos gasíferos en el mar unos 6 años atrás.
Por parte de Israel, Yuval Steinitz, su actual ministro de Energía, dio a conocer a la prensa un comunicado en el que hizo saber que su país tiene la esperanza y la voluntad de que esta aproximación indirecta sea el inicio de negociaciones directas en el futuro cercano sobre esa zona económica exclusiva entre Israel y Líbano. Para poder alcanzar beneficios equitativos para ambos estados y que el dialogo se extienda a otras cuestiones de normalización en materia de relaciones.
Desde agosto de 1982, los sucesivos gobiernos libaneses no establecieron una posición formal sobre las relaciones con el estado de Israel. A partir de octubre de 1990, la influencia de la ocupación siria así como la actual ocupación iraní no permitieron a los distintos gobiernos libaneses avanzar en materia de relaciones amistosas y normales con Israel.

Actualmente no hay relaciones diplomáticas entre ambos países. Desde Beirut nunca se ha explicado con claridad por que esas relaciones se encuentran en “un estado de limbo”. No hay una estado de guerra declarada de forma oficial. Tampoco existen relaciones pacíficas configurando un “no a la guerra, pero también, inexplicablemente, un no a la paz”.
En el caso puntual, los dos países deben acordar sobre unos 900 kilómetros cuadrados o su equivalente aproximado a unas 350 millas náuticas. Actualmente se encuentran en controversia en ambas plataformas marítimas que conforman sus zonas económicas de exclusión en el mar Mediterráneo.
La comunidad internacional considera que es importante el acercamiento y el diálogo. Aunque las conversaciones en principio sean indirectas y el significado de ellas es que los negociadores libaneses no dialogaran de forma directa con los negociadores de israelíes. Lo harán a través de los diplomáticos de Washington y de Naciones Unidas.

No obstante, el portugués Antonio Guterres, actual Secretario General del organismo supranacional, emitió un comunicado el pasado miércoles. En el mismo celebra que ambos países inicien las conversaciones. Además expresó sus deseos de que las reuniones culminen satisfactoriamente para ambas partes.
El presidente libanés, Michel Aoun, declaró también su satisfacción por el comienzo de lo que dijo será un acuerdo de alta importancia. Se comprometió a supervisar de cerca las conversaciones del equipo de trabajo. “Nosotros esperamos que el descubrimiento de recursos energéticos en nuestras aguas territoriales ayuden a salir de la situación económica compleja que atraviesa el país”, dijo Aoun. Para muchos analistas expresa el fondo de la motivación real de Beirut al acercamiento con los israelíes. Va en relación directa con un pedido del presidente Macron. Es para que el país reciba ayuda económica de la Unión Europea (EU) que se comprometió a gestionar Francia ante la desesperante situación del país de los cedros. La deuda externa actual es una de las más elevadas a nivel mundial, alcanzando al 160,8 % de su PBI.
Sin embargo, más allá de la probabilidad de que la administración Trump de a conocer un acuerdo en materia de explotación gasífera porque los israelíes estén dispuestos a efectuar alguna concesión que oxigene a su vecino ante la gravedad de su situación económica y en la esperanza de que esto sea un primer paso a la resolución de otras controversias pendientes o que Washington celebre el acuerdo como otro avance diplomático regional luego de los acuerdos entre Emiratos Árabes Unidos (EAU) y Bahréin con el estado de Israel, si la comunidad internacional espera un posible acuerdo de paz y normalización de relaciones diplomáticas entre Líbano e Israel nadie debería esperar tal cosa en este momento, puesto es de imposible realización en la actualidad dada la influencia iraní en cualquier decisión soberana del gobierno libanés.

Como sea, considerando que Irán rige las políticas y las decisiones nacionales libanesas, un acuerdo amplio que restablezca y normalice la totalidad de las relaciones entre ambos estados jamás vera la luz mientras la República Islámica de Irán continúe ocupando y sometiendo a sus designios a las instituciones democráticas y al territorio del Líbano a traves Hezbollah, su ejército de ocupación local.
Puede que este proyecto termine amarga y absolutamente en nada. Aunque también es probable que al final de las conversaciones, Washington publicite alguna opción de acuerdo buscando desescalar las históricas tensiones existentes entre ambos países. Sin embargo, considerando que el impulsor de estas reuniones indirectas es el jefe del parlamento, Nabih Berri, conocido como uno de los “señores de la guerra” y de los más peligrosos y corruptos lideres políticos en la historia contemporánea del Libano, aquellos que esperan resultados positivos deberían moderar cualquier expectativa previa y estar preparados para lo que pudiera ser una nueva frustración.

Berri, es el líder de la milicia chiita Amal (esperanza). Hoy aliado de Hezbollah después de asesinarse brutalmente entre chiitas en 1981 durante los años de la guerra libanesa. Es uno de los hombres más ricos y corruptos del país. Fundó la milicia en los años 70 y es el eterno jefe del Movimiento Amal en la Cámara de Representantes.
La visión política de Nabih Berri es ultra sectaria y trabaja junto a Hassan Nasrallah para los intereses de Teherán.
El líder chiita es un compendio de contradicciones. Se quejó durante años del sistema sectario. Lo describe con sus características más negativas, pero desde 1975 hasta el presente es uno de los políticos que más se ha beneficiado de él.

También Berri se jacta de ser un reformista. Pero es el modelo mejor acabado y el ejemplo completo del político corrupto que lleva 40 años vociferando consignas anti-israelíes de la resistencia. Jamás mencionó al estado de Israel por su nombre sino que lo hace refiriéndose a la “Palestina Ocupada”.
Y como abogado, Berri elaboró y buscó que se convierta en ley un proyecto suyo que pedía que cada libanés que llamara a Israel con el nombre de: Estado de Israel fuera detenido y juzgado por traidor por reconocer al estado judío .
En consecuencia, es claro que Nabih Berri, representante de Irán en Beirut, socio de Hezbollah y fervoroso adherente al proyecto de islamización del Líbano, al proponer un acuerdo de esta naturaleza a través de conversaciones indirectas está exponiendo su inocultable interés real que no es más que la necesidad económica, y que lo hace impulsado por la desesperación nada menos que con un estado al que históricamente desconoce su derecho a existir como es Israel.
Es de esperar que los cambios políticos que pretende demostrar Berri y su pregonada apertura a situaciones nuevas que beneficien al Líbano, incluyan también un acuerdo amplio de paz con Israel. Un alejamiento de la degradación intelectual de los postulados y el ideario de la resistencia chiita pro-iraní. Que deje de lado, definitivamente, su discurso de promesas a la comunidad chiita de rezar todos juntos en Jerusalem cuando el pueblo judío sea echado al mar, algo que ha vociferado durante toda su vida política.
Tal vez Nabih Berri, quien ya es un anciano, haya modificado sus ideas. Lo cual sería muy saludable para él y para el país. Pues su mensaje por los últimos 40 años ha sido una constante violación hacia la constitución libanesa. Los fundamentos de la independencia y la convivencia en paz. Pero sobre todo y en particular, una transgresión flagrante de todos y cada uno de los valores, principios, historia e identidad del Líbano.
